My rental agreement says that if I want to have my own a/c that there's a extra charge but utilities are included in the rent

The AC will cost extra money to run it, no matter who pays the bill. So negotiate with your landlord as to how much extra you must pay each month, for YOUR comfort. An extra $10-$20 per month increase on your rent,(year round) should be enough to pay for the extra electricity your AC will use to keep YOU comfortable.

Well...that seems pretty obvious

If you get an A/C the electric bill is going up...a lot.

So..of course, the landlord doesn't want to pay a huge electric bill for your A/C. So, that clause was put in your lease to make sure that if you want A/C...you pay for A/C.
