Illinois law specifically says a “security deposit” is “to secure the payment or rent or compensation for damage.”

So a "Cleaning & Damage Deposit" could be regarded as the same as a "security Deposit".

Why would you require two separate deposits that cover the same conditions? There is no limited on the amount a landlord can charge a tenant for a security deposit in Illinois. The hard part would be finding a tenant willing to pay a very large security deposit.
