As a note this does not sound like a neighbor dispute. It sounds like the next door neighbors are in the process of a conversion. I think that's what the attorney would call it when someone takes your real estate and adds it to their property like say building a fence a foot into your property. I'd have a lawyer draft a letter and send it to the OWNER of the property. You deal with your tenants, and they can deal with theirs.
