Do comps. If you're area has the demand for quality housing at that rate, then by all means go for it if your comps are indeed justified.

Just have an idea if you have prospective tenents that can afford and willing to pay that much for rent.

The OP is restricted by the local government as to the amount the rent can be raised, which is 5%. Violating the law can result in a landlord being fined and loosing their rental licenses. This is California we're dealing with and their wacky laws.
