you would be paying 1/2 of the rent on the first of each month and the other half on the 15th of the month. the question is, has the landlord gave proper notice of a change in terms and do you agree with them. such a change in terms should require at least a 60 day notice and be in writing. your mom may need to check with your city/county to be sure that such terms are permitted. some rent control areas, this may be illegal to do.
