California has different regulations for tenants in mobile parks that affect how to evict a tenant. See;

798.56. A tenancy shall be terminated by the management only for one or more
of the following reasons:

If the tenants soon to be significant other is currently in drug rehab, as long as he is not doing drugs currently, he falls under the Fair Housing Act. This could complicate any actions you take against him or the tenant to avoid any discrimination complaints.

This would best to seek the advice of an attorney as residential and mobile home parks have different rules and regulations as to evictions.
