Insulated curtains only make a difference if they are up against the glass. If they are suspended away from the window by a curtain rod, they create a convection cell in the room sucking warm air off the ceiling, down between the glass and the curtain cooling off the room. I saw a video on this on some power company website years ago. I have the tenants use compression rods to keep the curtains up against the glass... not suspended away from the glass. But they often take the curtains down, put up their own then when they move out, somehow, my curtains (all white) are always gone or filthy.
