Unless the amount is a pittance, I would at least print up a new copy and send it to their new address and then follow-up with another letter 30 days later stating they should either pay the balance due or contact me to make arrangements or I may have no option but to take them to court (even if I have no intention of going to court).
I can understand letting a bit go for tenants that leave the place in good order; after all, they are usually saving me time; but I won't generally leave money on the table if the damage exceeded the tenant's security deposit.
Then again, we don't know your exact situation.
Regardless, don't open the envelope. Just put it in the file.
