An interested person provided insufficient financial information in connection with a residential lease. Upon promises that additional information would be forthcoming, we informally agreed to move forward. The new information was not adequate. Additional information was requested. Before the new information was reviewed, the prospective tenant stated that there was no additional interest. Then later it was said that the property was still wanted. I would like to decline this prospective tenant and would welcome thoughts and appropriate ways in which I might do so.

Just tell them their income information did not meet your criteria. That you are entertaining new applicants.
