If the disposal isn't working, either fix it or remove it. Don't leave it as a non-working item in the unit. It reflects badly on you.

In my experience, most moderate level rentals and above have disposals. As some of the others have said, include some information on how to use, what not to do, how to maintain them, and costs of service calls if necessary. Seams to work ok.
