You must give them a written itemized statement with in 21 days or they can sue you for double the security dep. Make sure you have proof of mailing certified/registered and keep it.
You cant have the police do anything about what they did while they where your tenant.It is what they call a civil matter.
Now you post all entrances with a note about no tresspassing/unauthorized entry . have pictures of everything damaged/left behind.If they come back now they are on the criminal side of the law.
You will have to estimate alot of things.The construction guys are usually booked out for a month or more.They will give you an estimate

You can try small claims court .I have never been able to collect on any of the judgements the court has awarded me.
I have talked to a couple of different lawyers over the 30 years i have been a landlord and the answer is the same.It is a crap shoot if you get paid but the court will and lawyer will at your exspense

      If the damages look intentional, Wisconsin does have laws regarding criminal damages by tenants and you should make a report to the police.
