A roommate can give notice and move out. But they will still be responsible for any damages or unpaid rent while the other roommate is still there. The one that moved out, should not expect any deposit back at this point either, until the one that stayed, eventually moves out. The only way this can be changed, is if all 3 parties to the lease (the LL and BOTH Ts) agree in WRITING to any changes. Remember, all 3 of you signed the lease 5 years ago, and so all 3 of you must sign a new agreement/amendment if anyone wants changes made. The changes can be anything anyone wants, as long as ALL of you agree to them, in writing.

With all that being said, the LL, by giving the proper written notice, can increase your rent, or ask you to move, as long as he/she follows your state's LL/T laws. The LL does not need your permission to do those things.
