This looks like 3x security deposit for California . http://dre.ca.gov/files/pdf/refbook/ref09.pdf If the landlord retains any portion of the deposit in bad faith, the landlord is liable for actual damages, along with possible statutory penalty of up to twice the amount of the security. A court may award to the tenant damages for bad faith whenever the facts warrant such an award.
