Two points to remember:
1. Orders must be for either a Permanent Change of Station (PCS) or a deployment longer than 90 days.
2. The termination becomes effective 30 days after the next rental payment is due. That means that if your rent is due on the first of the month, and you deliver your notice on March 7, the termination date will be April 30th.

I offered him a deal . I keep the entire a month and half security, he can be release from binding the lease. Since he is moving out anyway, this is probably as much as I can do.
If what he said is true, I believe the military would compensate him, T just wanted to take as much as he can from me. He would not lose much anyway.
What final procedures I should do with him to wrap it up?

Get your agreement in writing, signed by both parties. Do a walk through with him, and get the keys back on his last day there. And hope he takes all his possessions with him, as you will own everything that's left, including any damages he leaves you.
