As is means, that if the property is habitable, clean, functional and the only issues is aesthetics. The tenent at lease signing can take it or leave it.
If the take it, they do at the understanding that the landlord has no obligation to fix aesthetics if it's not in writing.
Even if it was in writing the landlord may not even be held responsible for fixing it.
Same as buying a used car as is.
