I, for one, wasn't implying there was any "agreement", Most generally talk to the applicant - I wouldn't every just e-mail. When talking with the person asking the prequalification questions - I can tell whether they can put a sentence together-- begin to "talk too much" and complain about how rotten their ll is. Once we get past that & I show the house meet in person and they fill out an application. I ck them out and offer them a lease which is in writing.
