You should look to your state's LL/T laws for the answer. Unless WV recognizes Email as a legal way to send SD statements to tenants, you should send them by both regular and certified mail to their new address, if they gave you one, or to their last known address, which would be your rental property. If the cert letter comes back to you, keep it, unopened, and if you ever have to go to court, let a judge open it.

Thank you Garry. Just to be on the safe side, after I sent the documents via email, I went ahead and sent them certified mail also. Do I still need to send them by regular mail? Thanks again.
