I would suggest getting new tenants. If there is a fire, and people are injured, depending on the state/laws/lawyers, you may be liable for 'not doing routine inspections' and keeping everything in working order (regardless if the tenant keeps removing batteries).

My advice: get a tenant that follows the rules, and cares about the safety of their family.
