would it be unusual for a landlord to approve tenancy w/o any of the usual verifications? I.E. credit, income, rental history

It will be too risky to approve any tenant without verification. A bad tenant can create lot of nuisance in the future, also, leads the chances of tenant turnover. So, conducting a tenant screening test is the most important step of approving tenancy. For tenant verification, landlord should verify tenant's rental history, credit score, income source, reason behind previous eviction and criminal background.

It's all up to you but that is very risky since you might encounter tenants who has criminal records.
