It turns out that that T broke his words, and stopped the process. Also, claimed that courts is not doing the eviction until the December. He is going to staying for free. He has not paid since October, 2019, and already evicted, but didn't have the chance to lockout due to COVID-19

NJ governor extended Executive order third time now.

I guess, I don't have any choice but wait for that day when eviction/lockout could resume.

It's unfortunate that people take advantage of that. How about paying her to move out. May save you money in the long run. Meanwhile make sure you know where they work so you can perhaps garnish wages some day.
