If a tenant doesn't pay the late fee in the month that it was incurred and still doesn't pay it by the day rent is due in the following month but does pay the rent on time should I charge another late fee?

depends n what your lease says and what your jurisdiction allows.

my lease says money in is posted to oldest charges first then any balance remaining is applied to current rent.

that would leave the current month rent short going forward.

etc.

It depends on your lease. I charge a $30 late fee on the sixth day (rent due on the first) and $10 per day after. It's kind of petty, but you do have to put your foot down occasionally.

IMO, I would waive the late fee, but reiterate the late fees to the T.
