There's no doubt about it. Valerie is not a good landlady. In modern language, she would be called a "Slumlord" But YOU are not perfect, either. Your post went back 6 years to when you first moved in. You KNEW she smoked, but move in anyway. You didn't like how she disposed of garbage, so YOU took it upon yourself to do it YOUR way.

It seems you both get into arguments every once in a while. You said twice she has told you to move---BUT YOU DIDN'T ! True, you have done little things around the property that you probably didn't have to do. I get that. That's why you say you are a good tenant. But "good" tenants also do not keep on harassing a landlord about things they already know will not change. The only person you can change is YOURSELF ! Your landlady will NEVER change her way of life.

So you only have 2 choices here. 1. keep doing what you have been doing for the past 6 years, of YOU mostly taking care of the property, or 2. MOVE!!

You say you can't afford to move. You only say that, because your life has only had minor problems in it------things that you have been able to live with. You are basically saying you can live with all these problems, in return for cheap rent and all utilities paid. But I GUARANTEE you, as time goes on, and as your living conditions continue to get MUCH worse than they are now, you WILL MOVE, no matter if you can afford it or not. So start saving money now, for your eventual move-out.

Garry summed it up pretty well. If the house is that bad you could call the building department, but that might lead to you having to move.

I'd start researching other properties you might want to rent.
