You Should call/text/email your tenant about the violation notice, giving him 1 week to fix the violation. Also post a copy of the violation on his front door, along with your own letter telling him you will be over in 1 week to see if the doorbell is gone.
If the doorbell is still there, you will be coming over (give him a date and time ) to remove the doorbell, and also to do an inspection of the property inside. If the T is there and will not let you in, all you can do is go to court to get the T out. I would NOT suggest you rip the doorbell off the wall, as that would just make the T retaliate by destroying things inside your place on his way out.
But the doorbell problem is the least of your worries. You need to start Cal. eviction procedures for non-payment of rent ASAP. That is where you will lose the most money if the T never pays you any rent ever again. If the HOA decides to fine you, that can be deducted from the T's security deposit. Be sure to send the non-pay notices by reg and certified mail, along with posting them. Keep copies of EVERYTHING.
