Forget about the no-heat, and the city. The case is closed, at least from the city's standpoint. You need to check with an attorney, about the eviction/lockout, and where it stands now. The eviction moratorium is due to end on March 31, and I have not heard that it was going to be extended. That's probably because the Stimulus money going out now, can pay for back rent, plus, more and more people are getting shots, and the economy is starting to open up again. Your eviction paperwork you already have, may be enough to get the T out in early April.

Upon your analysis, in my case, since I already have had the judgement for the possession back on Feb. 2020, when the court reopen (Hopefully soon), what procedures should I go through to continue on my case?
I know it is depending on State, but in general what would you expect?

The tenant has not pad for 18 months so far. The lockout was scheduled but frozen due to pandemic.
