Seeing as how the tenant is behind in rent, I would assume that they started calling around for assistance to pay off their past due balance. If their past due balance is more than $600, the organization that would be assisting them would need a w9 from the landlord, as required by the IRS.

Being behind in rent doesnt automatically make him/her a bad person. Being quick to judge and assume the worst (ie stall tactic) is very preumptive.

If i were the landlord, i would simply respond to the tenants request with why. For what purpose does he/she need you to provide a w9? Furthermore, if the request was made due to it being a requirement from an organization, that the w9 must be provided by the landlord before they can assist in paying the tenants past due rent, you can request to be contacted by them directly. You do notnhave to provide the w9 to the tenant, but a simple solution woukd be to work with the organization that the tenant has contacted for assistance directly. Remove tenant as the middle man and voila, win-win all around.
