Tenants won't report their new address

Former tenants left and kept on telling me that they will provide me with their new address, but never did. How can I get the report on their security deposit to them? They knew that there would be charges. The security deposit, after deducting the balance owed on rent, doesn't cover the charges for damages. They are hiding, they don't even reply to my texts. They didn't care that the rental contract clearly states that Security Deposit is not to be applied to rent. I tried getting their address from some agencies online, but they still show their old address. Any ideas, please? Thank you.

This happens to LLs all over the country, all the time. When you cannot find/get a forwarding address, you simply send it to their LAST KNOWN ADDRESS, which is the address of your rental property where they just moved from. You can only hope they put in a change of address with the Post Office. Be sure to send it both regular and certified mail. Remember, they don't have to actually RECEIVE your letter, you just have to have proof that you SENT them the letter, which is what the receipts are that you get from the PO showing you sent them a letter.
