It sounds to me, from clues inferred from your post, that your rental property is likely exempt from FHA laws. See this.

What I’m getting at is that even if her Emotional Support Animal “claim” is legitimate (which it very likely isn’t) then you aren’t required by FHA law to allow it.

Can we assume that the rental agreement prohibits pets, and that she brought the puppy in without authorization? If so, she’s breached the lease and you can terminate the tenancy with a 30-day notice immediately. That would be the fastest way to get her out. See this.
