Criminal check, references. The usual stuff you'd do if you're renting to anyway.

You may be on better legal ground if you let them know the camera is there "for security purposes." Though I don't know how they would react to that. They'd question how safe the area is.

If you're worried about poison food and stealing from others, you should question whether you should have roommates at all. There's ALWAYS going to be the chance you get a crazy as a roommate just like, no matter how much you vet someone, there's always a chance you'll get a crazy as a tenant.
