It probably boils down to this: To the individual, as far as taxes are concerned this benefit looks like income and must be reported as such. To the company, paying this benefit looks like an expense and must be reported as such.

I can't think of any reason why you wouldn't want to give them what amounts as a 'receipt' for moneys paid. This is a once-a-year event; it is not even that much of a headache.

It requires giving information (your SSN) covered under the Privacy Act of 1974, to a company that has no legal need of it.

    They do have a legal need for it.

    The privacy act of 1974 only applies to the collection, maintenance, use, and dissemination of personally identifiable information about individuals that is maintained in systems of records by federal agencies (thank you wikipedia). It doesn't apply to private entities. This is why every bloody company on the planet has their own convoluted privacy statement.

As an individual, as opposed to a company, I have to provide my SSN on the W-9. I don't like giving out my SSN unless absolutely necessary.
