Late on rent and Gas Thief

Tenant on the 1st fl is 3 months behind on rent so I told him to pay the electric and gas which I pays for 1fl apartment, basement and hallway. He has'nt paid the utilities either which is in my name. The gas company shows up the 2fl tenant let them in the basement to lock the gas meter. Now they have no hot water in the 2 familly home, I told them pay the bill and restore the gas. They broke the gas meter lock and open the gas over 6 months. Now the 1fl tenant is threathing to report that I broke the meter lock and steal gas. Both tenants have access to the basement as I am not locally available to visit the property.How to deal with this gas thief so that I wouldn't be in trouble ?

Call the Gas Company and schedule the installation.
ANY tenant who is behind 3 days should get a 3-Day or Quit notice. On the 4th day, file Unlawful Detainer papers at the court and have them served. Name EVERYONE you know who lives there plus John and Jane Does 1-99.
If this is your first eviction, hire a lawyer and pay attention.
Make the case about their failure to pay rent. Do Not mention the gas. If you don't bring it up, they can't bring it up either.
