Lets say you get one application and while reviewing it you get another. Then the first person qualifies.

Question is can I return the entire application with the fee or do I need to keep the information and just send back the money.

Different states have different laws regarding paperwork. Where are you located?

You don't return application FEE's. Show the house up until the day of lease signing and continue to collect application fees.

Depending on how much you charge for the application. I charge 10 bucks to do a pre app. If the T don't pass a very basic check that can be done with minimal effort on my part. Then no reason to do further credit checks and so forth. If they do pass the pre app. Then they pay an additional application fee to process credit checks and background checks.
How would you re-act to paying 60 bucks or more, only to be told that someone else qualified before your application. Personally I would cause damage to your property. If I paid 60 dollars on Monday and the next day on Tuesday, you say someone else was chosen. 10 bucks is not a big deal to most people. 60 dollars or more would be.
I would return the application fee to the last person who applied letting them know that a application was received and approved before you ran their application.
My application has wording that I retain all applications information locked up and shred after a certain time frame. I do not return to the applicant.

If you didn't do any research let alone run a background and credit check. I's return it. However that's why you put a disclaimer saying application fees are non-refundable.

As an applicant I understand that and would only apply to a rental where I knew I had no trouble meeting the qualifying criteria and that rental is the one that stood out from any other rental I had looked at.

It is a competition leterally. That is just the nature of this business.
