So I recently leased my unit for a year and 21 days into the lease she said she can't move in and needs to break the lease. The unit is still empty which would make showing it easy so I tell her to submit in writing her intent and I said she would be responsible for utilities and rent until I can get it rented.

The concern is I already payed the realtor $1700 at the beginning of the month for his listing fee now I'm looking at another fee to relist. The realtor will work with me on this fee but is there anything I can do to recover this or is this just part of the business?

The $1700 is just part of business IF your T had fulfilled the lease. She has not, so you could charge her the $1700 against her deposit once you have a new T in place. If she does not give you anything in writing about not fulfilling the lease, you will need to send her a 3 day notice to pay July's rent or quit, when it comes due. ( I assume she has paid June's rent ) You must establish some documentation in order to get possession back.
