Wow...$2,500.
I have never paid more than $600 plus $400 for install. Then..onl y when I had to pay someone else to do it.
You got taken.
If you are paying that much for an installed hotwater heater...you haven't bothered to be informed of the going prices!!
Even a quick job by Home Depot contractor would be less than half that.

Stick a paan under it...and a monitor. Then YOU will know when your water heaters are leaking.
I would send a major nasty note to the plumber. I would send a nasty note to the tenant.
But, you fail to do due diligence. You must hire your own contractors, be in contact with them, know them, and use them. But..in every case you need to make sure the contractors understand that ONLY you make the final decision. They are to make their first call to assess the situation and report to you.
This was your failure. Fix your procedures

I was stonned by the price, but giving the situation, I had no choice. My tenant described the situation as apocaliptic. The water heater replacement involved pipe work. Of course I am not renewing the lease withnthis tenant.

If this type of situation comes up again, ask the tenant to text/email you pictures. Even if they don't have the capability to do it, I'm sure they know someone who can. Same thing with the repair people.
