Tenants insist that LL make unnecessary repairs

A water leak led to an unevenness of the hardwood floor. The situation wasn't bad and the floor is clearly considered livable. However T kept asking to replace the whole floor to make it look nicer. Does LL have to make the repair or can LL reject the request?

If you don't want to fix it, tell them so. Give a reason or don't but don't make up excuses and lies.
That said, I would get in there with a level, take measurements and photos so that if they withhold rent you can prove that downhill skiing would not have been possible.

Have you inspected the floor yourself?
After the tenants move out, are you considering any repairing/replacing of the floor anyway or would you rent it again in the condition it is in?
As long as the floor is solid and is not a tripping hazard, you can certainly argue that it does not need to be replaced; but if you intend to do some of the work anyway and if you would like to keep the tenants, you might consider doing it now.
It does depend a bit on the rental market you are in though (high end, affordable, etc).

Think about this from another point of view. If the tenants caused the damage to the flooring, you would want it repaired as soon as possible. Because the tenant would be responsible under the lease for damages they caused, otherwise it's a breach of the lease.
The same applies to the landlord. If the damage was caused by the landlord and not repaired, then the landlord has also breached the lease.
It appears that only the damage area needs actual repair, which any good flooring contractor should be able to handle. Such repairs are deductible from your tax's for the year. Your insurance company may also cover the damage and repair the flooring.
The tenants leased the rental property with flooring in good condition and may be able to seek a reduction in rent due to non repairing. The flooring might also present a tripping hazard for someone who has difficulty walking including visitors who may trip and fall, holding the landlord responsible for damages.
If the tenants have been there awhile, perhaps are deciding to stay there awhile, then promptly repairing or upgrading the flooring might be money well invested. The longer a tenant stays, the less turn over, and that is more money in the landlords pocket. If it takes a month or two to rerent a vacant property, it might be cheaper to repair the flooring than incurring the cost of a turnover?
